Faster and smarter healthcare policy with AI and NLP at VWS

The challenge

Policy makers at VWS work with thousands of documents, reports and signals from the field. This creates an enormous flow of information, which is difficult to structure under time pressure. Traditional analysis methods fell short – more intelligent tooling was needed. At the same time, innovations had to meet strict requirements for AVG, transparency and explainability (AI explainability).

Our approach

A Proof of Concept was set up for smart grouping of signals from the field (such as notifications, reports, policy documents) to identify trends early. This allowed VWS to anticipate social developments faster and to better substantiate policy choices. Our consultant quickly set up a text classification solution that was able to automatically categorize and summarize large quantities of documents. For this purpose, we used:
  • Natural Language Processing (NLP)
  • Transformer models and GenAI prototyping
  • Azure Cloud and Databricks as scalable infrastructure

In a world where healthcare demand and costs continue to rise, data-driven decision-making is crucial. The Ministry of Health, Welfare and Sport (VWS) plays a central role in this.
